As far as IDs and driver’s licences are concerned and with specific attention to the laws contained in the United States immigration Real ID Act, driver’s licenses in the United States of America are issued by the various states within America and not by the United States federal government. Due to the fact that the United States has no official national identification card for their citizens and due to the fact that most people in the United States own and drive cars, driver’s licences have been used as a standard and effective form of identification for every person in the United States. For people who do not possess cars and who do not have a driver’s licence the various states within America provide identification cards on a voluntary basis to these people but driving privileges are obviously not included on these cards.

Before the implementation of the United States immigration Real ID Act of two thousand and five, every state created and enforced their own unique set of rules, regulations and conditions that had to be met in order for people to be issued a drivers licence or identification card for those who were not qualified to drive. Each state designed their own unique identification card with regards to the cosmetic appearance of the card, the type of information displayed on the card, the list of required documentation needed in order to be issued with an ID card and what kind of information would be kept, on the states computer database, about each licensed driver and identification card holder.

Usafis provides reviewing services for the Diversity Visa Lottery Program. Usafis services hundreds of thousands of applications a year. Usafis services guarantee that a person’s application will qualify for all the standards listed by the U.S. government Immigration policies and rules regarding this program, by providing a professional support and assistance in helping clients to fill out their forms in the best way possible and submitting all the forms at the right time. By just visiting usafis.org, a person can learn exactly what the company does and the differences between using their service as opposed to doing the program alone. The support is given through the USAFIS website at American Green Card Lottery Registration as well as via a 24/7 customer service centre that provides information about the U.S. Green Card Lottery program in 14 different languages.

The aim of the USAFIS organization is to help promote the United States immigration policy by assisting people world wide with their efforts for immigration to the United States. The USAFIS achieves this by inviting non American citizens who are interested in U.S. immigration to participate in the American green card lottery program by applying for a green card online. The issuing of green cards is a legal part of the United States immigration policies and immigration rules for the United States as the ‘Diversity Green Card Lottery Program’ law was passed by the American Congress and has been sanctioned by the American embassy. Many greencards have been issued over the years to non American citizens who achieved the minimum American immigration or USA immigration qualification standards.

People interested in an immigration green card and their immigration to America will need answers to questions like what is a green card, how to get a green card, how to become a US citizen and how long does it take to immigrate legally to achieve American citizenship. These questions and others regarding the USA card lottery are all answered on the USAFIS website at usafis.org. Many other concerns regarding visa USA policies and procedures such as the US visa application, fiance visa, l1 visa and how to administer a green card renewal are also answered on the USAFIS website. Immigration USA regulations allow people who are married to legally obtain a green card marriage and these procedures are also explained on the website. The greencards issued to people in the past have eventually lead them to obtain their permanent resident card so that they can live and work in the USA.

Every year the Diversity Visa Lottery Program ensures that a minimum of 50,000 immigrant visas are offered by the American green card lottery program to non American citizens who want to immigrate to the USA. You can register free of charge at the US immigration website but you can do it only during 2 months a year and you will have 30 minutes to fill out the entire form. They offer you submission services and assistance in filling out the forms in order to maximize your chances of being eligible to participate in the lottery and subsequently winning it, through the USAFIS website at American Green Card Lottery Registration. Any questions can also be answered by phoning 1 866 737 7139 directly. The USA green card which can be applied for through the USA green card lottery is a very sought after greencard. Non American citizens who receive a visa through the Diversity Visa Lottery Program will be legally allowed to immigrate to the United States where they can work and live happily with their families in a free and fair country.

The next United States immigration Act to be passed and enforced was the Illegal Immigration Reform and Immigrant Responsibility Act of nineteen ninety six. President Bill Clinton passed and signed the Illegal Immigration Reform and Immigrant Responsibility Act of nineteen ninety six. One of the stipulations of the Act stated that if an immigrant had been in the United States of America for a minimum of one hundred and eighty days but not more than three hundred and sixty five days or one year, that immigrant must stay outside the United States for three years unless that immigrant obtains a pardon after following the related correct legal procedures. Immigrants who had been in the United States of America for longer than three hundred and sixty five days or one year had to stay outside the United States for a period of at least ten years unless that immigrant obtained the applicable pardon allowing them to disregard this specific stipulation in the Act.

Certain United States immigration records also found that if the above immigrants returned to the United States within the above mentioned stipulated periods, without the required legal pardon, that immigrant could not and cannot apply for a waiver for a period of at least ten years. In the past immigrants were only deported immediately if they were found guilty of offences that imposed jail sentences of five or more years. According to the Illegal Immigration Reform and Immigrant Responsibility Act of nineteen ninety six minor offences or crimes such as shop lifting could result in the accused immigrant being deported back to their own country of birth immediately. When the Illegal Immigration Reform and Immigrant Responsibility Act was passed in nineteen ninety six it only applied to all immigrants who were convicted of deportable criminal offences after the Act was passed and not to any offences committed prior to the Act being passed.

www.witntv.com It is a staggering figure. 16000 illegal immigrants cross the border from Mexico into the United States every week, according to the US government. There’s no doubt, illegal immigration stirs passionate debate and is turning out to be a major issue in the presidential race, all the way down to local politics. North Carolina is right in the middle of that debate. The US Census estimates 600000 to 700000 Hispanics are in North Carolina. It also says 300000 to 400000 are here illegally. Across the nation, there are an estimated 12-million illegal immigrants. WITN is investigating the impact of illegal immigration, beginning with the story of one illegal immigrant in eastern Carolina. The illegal immigrant Dave Jordan interviewed didn’t want to be identified but he did want to tell his story. It started eleven years ago when he spent six hours on an illegal journey from Mexico into the United States. He says it was the only way for him to come to America. “We don’t really have any choice for that, we don’t have money, you try to make papers in Mexico you need to have money in the bank and we don’t have none of that stuff. You work a month in Mexico you make whatever you make a week here.” The individual Dave talked with also has a brother and two cousins here illegally. It’s quite common in the neighborhood where they live, according to Anita Villeda who says, “Mostly everyone who lives out here are illegal.” Villeda is of Hispanic descent, but was born here in …

Watching the Towers Fall and Moving Beyond Stuck-on-stupid!

Watching the twin towers of the World Trade Center come down, live on TV, had a profound affect on many Americans including this baby boomer. Probably due to age, serious motivation to join the Ohio Army Reserve did not develop, however, until 2004 when I was fifty years old. It was not only our enemies who influenced my attempt to join up; it was the mindsets of some of my closest loved ones. Those mindsets appear to be mental blocks that obstruct logic.

This obstruction of logic caused an acute affliction of angst in me until it seemed that only joining our volunteer forces would position me around clear thinkers, to keep me out of the insane asylum. Hopes were for nothing drastic, just going to serve as a slightly arthritic operations guy on a desk somewhere. Unfortunately, age already restricts me from serving as a first time member of our military. Hopefully world events will not degrade to the point that the Army needs to include my age group or skill level, but I was disappointed. Eventually motivation overcame disappointment and this is how it happened. It was not easy because I was stuck on stupid, for a while.

Years of stressful dialog with loved ones who cling to mental blocks about projecting US military power and about George W. Bush, had all ended in failure. My relentless efforts to present common sense, logical conclusions based upon facts from many sources had all failed. Beloved friends and family members were content with their mental blocks. Failure in my efforts finally became undeniable and had to be accepted as the truth.

After a stubborn period of denial, the truth of the failure was realized and accepted. Consequently, a redirection of energies became prudent, even necessary, and finally became apparent to me too. Very important relationships were suffering. Stuck on stupid had been my lot and my angst was hurting us. You can lead a horse to water but you cannot make him drink. Finding more fertile ground to plow became the cure. Being deeply concerned about our troops and setting failure with loved ones aside; a larger vision began to develop.

Do you know what our troops’ majority wishes are, politically? Would you like poll results or facts regarding what our troops want, politically and regarding your votes? Are you willing to believe the answers if you could find them? Do you believe our troops are just brain washed, uneducated dummies supporting the political line they are told to tow, while risking death from our enemies?

While most military volunteers would undoubtedly support your right to vote against their political wishes, it is human nature for our troops to hope we understand and share their principles, priorities and political wishes and vote to support them, especially during wartime. As a voter, is there a more important issue to research and understand than this one – What Our Troops Want – during wartime?

Creative inspiration and a redirection of nearly obsessive efforts resulted in an online store full of products to be proud of. Patriotic images with inspired messages that provoke thought on t-shirts, sweatshirts, women’s garments and other products win votes because logical truths usually persuade objective thinkers.

Truthful, persuasive messages were embedded into digital photographs of the World Trade Center (2 designs), the Statue of Liberty, the Golden Gate Bridge and other U.S. landmarks. Talking animals and nature scenes complete the ensemble of around twenty exclusive, imprinted designs with two back designs to choose from. The mission is to boost morale of our troops through increased voting unity and these designs help you influence voters with patriotic pride and logical truths. People can just read the shirt, tote bag or sticker with no discussion necessary. Truthful messages are like mustard seeds; they start out tiny and grow insidiously.

Part of a large vision is supporting our troops’ majority wishes with votes and helping you influence other voters to consider deferring their personal political wishes to our troops’ majority political wishes when voting. Voting as most of our troops will vote is really supporting our troops’ wishes. Anything else holds no water and is just more worthless talk. It is about getting voters to think about it.

The vision includes a full service web presence to serve and inspire our troops and America at large. It is a vision of a non-profit organization doing many wonderful things for and with our volunteer troops. But it is more than that; it is about starting a net roots or grass roots wave of serious, conscientious thought about how votes either support or subvert our troops’ majority wishes. These are the real world consequences of voting results. Votes embolden one group of combatants while they demoralize their opposition. Votes affect morale on both sides. Connect the dots.

A vision of a voter, or millions of voters, researching and considering what our troops want politically, before we vote, is now planted in you too. Our troops are volunteers who deserve our voting support. Will we dig for answers, polls results and letters from troops on the hundreds of military support websites on the Internet? A Google search for Military Times or Stars and Stripes will lead to an endless chain of links to letters, blogs, poll results and more than a person can ingest, if you care. Even with all of that, it will come down to a calculated risk and judgment call of what you accept as truth and logic, when you decide how to vote. Voters must set aside emotion and employ logic when they research and deduce What Our Troops Want. After the research, each voter must decide whose political wishes are more important, yours or the wishes of the majority of our troops.

Hopefully, you will not ignore our troops’ majority wishes by not voting. Unless you judge our volunteers as Red Coat types or Genghis Khan-style marauder types or Nazi types, why not vote as the majority of our troops will vote? Why cast votes that subvert our troops’ majority wishes? Our volunteer forces are the boots on the ground and this citizen will trust their judgment, at least for now. I hope the light comes on and another patriotic wave of voting troop support sweeps America very soon. Our volunteers deserve US voting unity and nothing less. Neither do our enemies.

The best kind of money that you can get for your debt is free money, and that is what you get when you get government grants.

These programs are set up specifically to help out those who have debts that they can no longer manage. But there are a limited number each period so apply as fast as you can.

Aurora Lillo Editor of the “Government Grants For Debt Relief” website — http://www.GovernmentGrantsForDebtRelief.org — pointed out;

“…If you are looking for a way to tackle your debts, then you should consider the proposal of getting some government assistance. This help is relatively easy to get and only requires a few moments of your time…”

All you have to do to see if you can get some free money is take a few steps. The first step is to determine which debts you believe may be grant worthy. Once you have determined that, then you can begin the process of filling out an application for the assistance.

The application is a simple form that can even be done online now. All the application is a few questions about your current financial status. They need this information so that they can better understand which grants you might be eligible for. Answering these questions as accurately as possible is key to helping yourself to some free money. The application might also require you to write a short essay explaining why you feel that you deserve some of the government’s money. This part of the form is also important because this is where you are making your case for yourself.

“…Picking up free money is not something that you can do everyday, but you can at least get some of it if you fill out an application as soon as possible…” added A. Lillo.

The United States Federal Government website offers a complete list of grants targeted to relieve consumer debt.

The site offers an inquiry box to narrow the search for all appropriate grants, subsidies, tax credit programs, and buyer incentives.

Aurora Lillo Editor of the “Debt Relief Government Grants” website — http://www.DebtReliefGovernmentGrants.com — pointed out;

“…The highly publicized means to eliminate debt through Federal Grants is somewhat over stated; there is not one federally subsidized grant that will wipe out consumer debt…”

The government offers a wide host of programs earmarked for financial assistance. Consumers are encouraged to use their site to read the guidelines for qualifying and to begin the application process. Private agencies offer a fee based form of assistance that individuals may use to help with the process. Most consumers are willing to take the time and for go the service fees associated with private companies.

Food Stamps, WIC vouchers for children, and child care subsidies have been available for consumer use for many years. More recently, mortgage modifications and first time buyer incentive programs have been included in the long list of federal assistance to help reduce mortgage payments and boost the sagging real estate market.

“…A program to give financial aid to the rising number of grandparents raising their grandchildren has enabled many seniors to support this younger generation. The Federal Government is reaching out to its citizens to help alleviate the financial burdens that are so clearly evident. Unemployment, job cuts, and furlough days are pointing consumers in the direction of applying for U.S. Government grants…” added A. Lillo.

Evidence supplied by various United States immigration studies show that in the year two thousand and one the United States Supreme Court ruled that the United States Congress did not intend the Illegal Immigration Reform and Immigrant Responsibility Act of nineteen ninety six to be applied only from the time that the law was passed, with regard to immigrants who had pleaded guilty of a criminal offense before the passing of the Act. This meant that an immigrant would not have been deported if that person would not have been deportable at the time that they had pleaded guilty. In order to prevent further illegal immigration, the United States Congress voted to increase the number of United States Border Patrol officers to ten thousand, over a period of five years. The Congress also allowed the putting up of fences along those points along the United States and Mexico borders where the movement of illegal immigrants across these borders was at its highest.

The same United States immigration studies also revealed that the United States Congress also passed a pilot scheme where the immigrant status of all job applicants in America had to be checked. The compulsory detention provisions set as law by the Illegal Immigration Reform and Immigrant Responsibility Act of nineteen ninety six are always being challenged. The law of the Act states that deportees can be kept in jail for many months and up to as long as two years before they are questioned by an Immigration Board. These deportees have to pay for their own legal defence when they are put on trial by the Immigration Board as well. However, during the year two thousand and one the United States Supreme Court cancelled the legal right of the Immigration Services to hold deportees in jail or anywhere else, for indefinite or undisclosed periods of time.

PLEASE SUBSCRIBE!!!!! www.infowars.com Democrat Chuck Schumer and Republican Lindsey Graham have joined forces in an effort to force a biometric ID on the American people. The new national ID scheme is part of a comprehensive immigration bill now in the Senate. Germany has introduced a biometric national ID card. It will be required of all citizens beginning November 1, 2010. Schumer and Graham want every American worker required to have a biometric ID card in order to work. Under the potentially controversial plan still taking shape in the Senate, all legal US workers, including citizens and immigrants, would be issued an ID card with embedded information, such as fingerprints, to tie the card to the worker, reports The Wall Street Journal. Schumer and Graham, who face an uphill effort to pass a bill, plan to meet with Obama this week in order to update him. An administration official told the Journal the White House has no position on the controversial ID card. Previous efforts to force a national ID on the American people have ended in failure. Shortly after September 11, 2001, Congress took up the idea of requiring every citizen to have a national ID card. Before the election of 2004, the revisited the issue. Section 403(c) of the Patroit Act specifically requires the federal government to develop and certify a technology standard that can be used to verify the identity of persons applying for or seeking entry into the United States on a US visa for the purposes of …

The United States immigration Real ID Act of two thousand shows that as of the eleventh of May two thousand and five certain sections of the Real ID Act have enforced higher burdens and more stringent benchmarks of proof for people who apply for asylum and other related aspects of assistance. It is now possible for immigration judges to ask the related applicant to show supporting proof and reason for their claims for assistance from the United States immigration authorities. Also, the government of the United States of America may also insist that the required proof be provided as a mandatory requirement that can only be rejected or not required if the judge is sure that the evidence is unavailable.

The restriction, laid down by the United States immigration Real ID Act of two thousand, of illegal immigrants as well as legal immigrants of not being able to apply for and obtain their driver’s licences or who are not in possession of a social security number as a result of the respective people not being able to show proof of their legal status within America, can also prevent them from obtaining liability insurance. However, the new law does state that states within America can and are allowed to offer ‘not for federal ID’ driver’s licenses to people who find themselves in the circumstances of not being able to supply the required proof. As an example of this literally happening, the states of Utah and Tennessee have already started providing certain driving privileges certificates and identification cards in place of the actual driver’s licences, which results in the affected people or drivers to be tested and licensed to drive and therefore can become eligible and qualify to apply for and obtain liability insurance.

The USA Green Card Lottery is an official program of the United States Government to issue legal U.S. green cards every year through a lottery system. If you would like to participate in the Green Card Lottery Program, you should ensure that you fulfill all the stipulated qualifying criteria. If you are eligible, you can go ahead and apply for the U.S. Green Card Lottery. The annual Diversity Immigrant Visa Program has as an electronic registration system to ensure security. Special safety measures are used to prevent illegal immigration and multiple entries. You, therefore, have to submit your Electronic Diversity Visa (E-DV) Entry Forms to the Department of State during the registration period specified for that particular annual DV program for which you wish to enroll. If your Green Card Lottery application is approved, you will receive notification letters through mail.

Another one of the 5Es is, ?the influence of the usa Empire is peaking: What is next?”

There is a change in the global power base underway and with this change in the USA are feelings of doom and gloom, malaise, and a sense of loss with a lower standard of living. A lot of the churn and turmoil in the marketplace is associated with this change. It is this adjustment to a new global reality that is the basis for the peaking of the influence of the usa Empire.

For background information, you can go to my blog for a summary and a pointer to my recent article “Consider using these 5 E-valuation factors to avoid a financial rip tide: learn to thrive, not just survive.”

Here is an excerpt straight from my previous article “3 – the (USA) Empire is peaking out. The cost of having so many troops in so many parts of the globe and the cost of increasing the size and services of the government at home in the United States, is a key part of causing the country to go broke”.

In that spirit, I am going to use this article to briefly introduce some of the factors that illustrate this peaking of the usa Empire, suggest some areas of focus to prevent parochialism, and ways to thrive economically as the emerging markets embrace trade and technology.

For a minute, let’s examine the 3 great power shifts in modern history …

1st is the rise of the western world around the 15th century that produced the world as we know it with science and technology, commerce and capitalism, and the agricultural and industrial revolutions.

The 2nd shift took place 400 years later with the rise of the USA as it became the most powerful nation in the world with the past 20 years in a role as the only superpower … essentially getting its way in all areas and largely unchallenged.

The next power shift is the 3rd in modern history and it is currently underway as the global economy has accelerated the “rise of the rest” based on an unprecedented international climate of peace and prosperity.

Yes there is terrorism and there are rogue states but it is the most peaceful time on earth, relatively speaking.

However, it is an unsettling prospect for Americans as the USA is not leading the charge.

Here are some economic achievements of the past decade:

-          the world’s largest building is in Taipei and soon it will be in Dubai;

-          the world’s largest publicly traded company is in Taipei;

-          the world’s biggest refinery is being constructed in India;

-          the world’s largest airplane is built in Europe;

-          the world’s largest investment is in Abu Dhabi;

-          the world’s biggest movie industry is in Bollywood (India);

- the world’s largest Ferris wheel is in Singapore; and

- the world’s largest casino is in Macao.

And, none of the 25 companies likely to be the world’s next great multinationals, are from the USA.

Only ten years ago, the USA would have easily topped almost every one of these categories … why isn’t the USA leading the charge?

Look around at some of the difficulties being faced by the USA at the moment:

-          military quagmires in Iraq and Afghanistan;

-          Iran’s nuclear aspirations;

-          deadlocked peace process between Israel and Palestine;

-          stalled negotiations on liberalization of global trade (referred to as the Doha Round);

- lack of progress on efforts to reach an international agreement on climate change; and

- most recently the global financial imbalances between the USA and China.

Many are asking, “why is the USA unable to call the shots?

The US military power is overstretched with respect to activities in the Greater Middle East and there is a dramatic loss of American financial resources as a result of the recent financial crisis.

Combined, these have produced a long-term transformation in the balance of power both in the Middle East and worldwide that has significantly eroded Washington’s geo-strategic and geo-economic clout.

Will the leaders in Washington recognize this change and readjust to the new global reality before continued military and financial strains create conditions of haphazard muddling and eventual liquidation of the usa Empire?

Why does it feel so bad … partly because of the 24 hour news cycle with BREAKING NEWS and “storm of the decade” headlines bringing instant news and images from around the world. Because the information revolution is so new, we have to learn how to put it all into context.

A ray of hope comes from America’s policies on immigration and education. If America keeps a focus on a First Class education system, encourages foreign students and immigrants to attend college in the USA and stay to work, they will create economic opportunity and a new burst of American productivity.

The American system thrives on the hunger and energy of poor immigrants to absorb other people, cultures, ideas, goods, and services. If it can remain an open and flexible society, it can be different than previous super powers and keep from becoming rich, fat, and lazy.

As it has in the past, the American system can thrive on developing new technologies and integrating them into growing markets overseas.

There are many issues to address within the USA, such as heavy regulation, openness to foreign capital, and the high cost of large government and various entitlement-like programs. However if the American society and government can adapt, can address these issues in a fair and constructive way, and can keep from becoming parochial, as other nations become more active internationally and seek greater freedom of action, then the other nations will continue to open their markets, free up their politics, and embrace trade and technology.

As the world is globalizing, the USA needs to:

-          leverage its “can do spirit”;

-          be sure to not become inwardly focused with entitlements;

-          not become parochial; and

- be sure to globalize within the USA as well.

As Steve Forbes likes to say “more financial education, and the resulting financial literacy and empowerment, will open our eyes to alternative investment opportunities and be the key to a recovery from this financial crisis.”

Let’s open our eyes, embrace the changes, and look for alternative investment opportunities as we experience the “rise of the rest.”

In previous articles, I wrote that many of us are evaluating alternative wealth creating strategies outside of the US Dollar … outside of dollar-denominated assets … perhaps emerging markets … perhaps energy assets that are inherently useful like oil rigs, hydropower, or methanol plants … perhaps precious metals, water rights, oil, natural gas, potash mines, or gold mines … things hard to build, difficult to replace, and costly to substitute … definitely not financial stocks, definitely not retail stocks, definitely not commercial property.

I trust this article provides a little more insight as to why emerging markets with a demand for things that are in short supply (such as oil, food, water, precious metals, rare earths, and potash mines) represent alternative wealth creating strategies.

In addition, a good book to read would be “The Post-American World” by Fareed Zakaria.

I will continue to build upon the “influence of the usa Empire is peaking” theme, which is one of the 5 Es of the “5E-valuation framework” and the other Es in the framework (peak Energy, from west to East, Experiment with paper money, and Economic cycle) in future articles and updates at my blog which is at http://aspenIbiz.blogspot.com .

Christopher Hitchens along with Ralph Reed participate in a debate on the legacy of the Reverend Jerry Falwell. This was recorded from the Hannity and Colmes show of 16-May-2007. More information about Christopher Hitchens (from Wikipedia): Christopher Eric Hitchens (born April 13, 1949, in Portsmouth, England) is an Anglo-American author, journalist and literary critic. Currently living in Washington, DC, he has been a columnist at Vanity Fair, The Nation, Slate and Free Inquiry; additionally, he is an occasional contributor to other publications and has appeared regularly in the Wall Street Journal. His brother is British journalist Peter Hitchens. Hitchens is known for his iconoclasm, anti-clericalism, atheism, antitheism, anti-fascism and anti-monarchism. He is also noted for his acerbic wit and his noisy departure from the Anglo-American political left. He was formerly a Trotskyist and a fixture in the left wing publications of Britain and America. But a series of disagreements beginning in the early 1990s led to his resignation from The Nation shortly after the September 11, 2001, attacks. He is also known for his ardent admiration of George Orwell and Thomas Jefferson, and his iconoclastic criticism of Mother Teresa. While Hitchens’ idiosyncratic ideas and positions preclude easy classification, he is a vociferous critic of what he describes as “fascism with an Islamic face,” and his critics have been known to describe him as a “neoconservative”.
Green card is an identity card that proves US permanent residence status. Green card is the easiest way for USA immigration. A native of any eligible country can apply for obtaining a USA green card. The applicant should have high school education or equivalent prescribed experience. The State Department of United States of America is authorized to receive and process the green card applications. The applications of qualifying prospective immigrants are shuffled by a computer and drawn randomly until the prescribed quota is reached. The green card lottery winners and their families are entitled to live and work in United States as an equal citizen.

Green Card Lottery Requirements

Green Card Lottery eligibility are few and easy. Once you fulfil these lottery requirements, you can participate and win a green card for an easy US immigration.

Nationality- Anyone applying for the green card lottery, must come from an eligible country prescribed by the US government. The government in want of plurality of nationalities participating each year for the lottery allot different quotas to each country. However, there are certain countries that are not at all eligible to participate for the green card lottery mechanism. Its your sheer luck related to green card, if you belong to such a non- eligible country.

Education or Experience- Anyone applying for green card lottery should have at least a high school equivalent of a diploma. In case, it is not so, s/he must have 2 years experience in a field of work that needs at least two years training or experience.
